Public Procurement: Medicines procured under three government programs are delivered to the regions
Medicines procured for budget funds under three government programs are currently delivered to the regions. These medicines will be available in healthcare facilities in the nearest future.
- Filgrastim – 3 187 packs;
- Carboplatin – 1 190 packs;
- Oxaliplatin – 13 020 vials;
- Vinorelbine – 6 552 vials;
- Doxorubicin – 40 920 vials;
- Paclitaxel – 7 163 vials.
- Idarubicin – 224 packs;
- Cytarabine – 3 073 packs;
- Piperacillinum / Tazobactamum – 5 029 packs.
- Botulinum Toxin Type A – 274 packs
The Ministry of Health of Ukraine procures medicines and medical devices for funds allocated from the state budget, annually approved by the Verkhovna Rada of Ukraine (UAH 3.4 billion in 2016, UAH 5.9 billion in 2017, and UAH 5.9 billion in 2018). On average, about 45% of the total demand for medicines procurement is covered by the national sources – funds allocated from the state budget. For instance, the Adult Oncology program is approximately 30% funded by national sources, and the Pediatric Dialysis program – by almost 100%.
Centralized medicines procurement through specialized international organizations allows negotiating on prices, and therefore, increasing the purchase volume.
In case when specific medicines are available at the hospital, but a patient does not receive it free of charge for any reason, a patient should submit a written notice to the chief physician of this particular healthcare facility or to the local administration / health department, indicating his/her diagnosis with the relevant testing or screening results, and the prescribed medicines.
Order of the Ministry of Health of Ukraine No. 509 stipulates that all medical institutions and healthcare facilities are obliged to publish information on availability of medicines and medical products at facility.
