The international community highlights the changes the Ministry’s team is implementing

On September 1, 2018 The Lancet, one of the most authoritative voices in global medicine, published two articles by Jonathan Pimm about Ukraine’s current problems of critical importance, including fighting a measles outbreak and an undeclared war in the east of the country, as well as the key accomplishments and challenges in the ongoing healthcare transformation.

The international medical community perceives the implementation of health reforms, led by Dr. Ulana Suprun, as an example of positive changes in Ukraine. According to the author, the key accomplishments of the Ministry’s team include the introduction of an internal market structure and a new healthcare financing model, the shift from the inefficient and inequitable Soviet Semashko system to a tax-funded healthcare system and a patient-centred model of care, the elimination of bribery and corrupt practices.

Despite the aggressor state’s attacks and ‘‘attempts to sabotage the country's economic, political, and health developments’’, as well as the opposition from some Ukrainian politicians and influential doctors, the Ukraine's health reforms are supported by western leaders and international organizations, including the World Bank, UNDP, UNICEF, and Crown Agents.

In two and a half years, Dr. Suprun and her team are doing what 22 ministers have failed to do in the past 25 years – actually implementing reforms to improve health care in Ukraine.
