Ukraine's healthcare transformation progress in the context of European integration On June 26, 2018, the EU-Ukraine Sub-Committee on Economic and Other Sector Cooperation cluster meeting participants, including representatives of the Ministry of Health of Ukraine, discussed the major accomplishments and future prospects for bringing the Ukrainian healthcare in line with the European standards in the context of the EU-Ukraine Association Agreement implementation.

A historic decision. The Parliament adopted the draft law No. 7457 on the use of cannabis-based drugs in medicine The Verkhovna Rada of Ukraine has adopted in the second reading the draft law No. 7457 “On Regulation of the Turnover of Cannabis Plants for Medical, Industrial, Scientific and Technical Purposes”. 248 people’s deputies voted in favor. Draft law No. 7457 was significantly revised for the second reading. After the first reading, almost 900 amendments were submitted, of which more than 100 were taken into account. This is another step towards improving the quality of healthcare services in Ukraine for millions of people: cancer patients, people with multiple sclerosis, epilepsy, patients receiving palliative care, etc.

One of the key challenges for Ukraine today is the medical evacuation of civilians, especially in regions and communities near the war zone.

More than 100 healthcare digitalization projects planned for 2024 The third meeting of the eHealth Development Coordination Office was held under the chairmanship of Health Minister Viktor Liashko. It was created to ensure effective interaction between partners and manage the development of eHealth. The event was organized with the support of the USAID’s Health Reform Support Project in partnership with the Ministry of Health of Ukraine.
This time, the topic of the meeting was the results of 2023 and planning for the next year.

Viktor Liashko: International medical partnership is about deepening international cooperation at the hospital-to-hospital level A seminar “Partnership for Transformation: Shaping the Future of Healthcare in Ukraine” was held for medical institutions that are members of the International Medical Partnership Program in Ukraine, as well as those that will join it in the near future. The event was attended by First Lady Olena Zelenska, Minister of Health Viktor Liashko, and WHO Representative in Ukraine Dr. Jarno Habicht. The International Medical Partnership Initiative was launched during the Third First Ladies and Gentlemen Summit in Kyiv on 6 September 2023. It provides for direct cooperation between clinics in Ukraine and foreign medical institutions.

The Global Fund allocates USD 165 million in non-repayable financial assistance for 2024-2026 HIV and TB programs Three grant agreements under the program “Sustainable Response to HIV and TB Epidemics in the Context of War and Reconstruction of Ukraine” will be implemented in Ukraine over the next 3 years. The amount of non-repayable funding from the Global Fund for them exceeds USD 165 million. Ukraine submitted its request for 2024-2026 to the Global Fund on 29 May. According to the decision of the Global Fund Board, three grants for Ukraine were approved.

The Ministry of Health and the WHO signed a two-year cooperation agreement to strengthen the partnership for 2024-2025 Today in Kyiv, Minister of Health of Ukraine Viktor Liashko and Dr. Gundo Weiler, Director of Country Support and Partnerships and Acting Regional Director for Emergencies of the WHO Regional Office for Europe (on behalf of Dr. Hans Henri P. Kluge, Director of the WHO Regional Office for Europe), signed a two-year cooperation agreement for 2024-2025. The day before, the draft agreement was approved at a government meeting by a corresponding decree.

Ukraine receives 20 ambulances from WHO and German government The Ministry of Health of Ukraine has received 20 ambulances from WHO to provide emergency medical care during the war. Designed as mobile intensive care units, these vehicles will be used to provide essential care to patients who require additional life-sustaining measures during transportation to and between hospitals.

Ukraine implements the international format for submission of a common technical document (eCTD) for registration of medicines The Ministry of Health is initiating another step in digitalization — the introduction of registration or re-registration of medicines in the eCTD format. The eCTD format is an international standard for submitting registration materials in electronic form, which promotes transparency and efficiency. The introduction of the eCTD format continues as part of the implementation of European legislation in Ukraine.
